Town of Telluride: Council Approves Ballot Question on Ski Lift Ticket Excise Tax!

Town Council has approved a resolution setting the form of a ballot question asking voters to consider a 5% excise tax on the purchase price of ski lift tickets. The question will appear on the ballot for the November 4, 2025, Regular Municipal Election.

If approved, the measure would authorize the Town to impose a 5% excise tax on Telluride Ski Resort lift ticket purchases beginning January 1, 2026. Revenue would be dedicated to funding gondola operations, maintenance, and capital improvements, including acquisition and construction projects. The gondola, operated in partnership with the San Miguel Authority for Regional Transportation (SMART), provides free public transit between Telluride and Mountain Village.

The ballot question would also authorize the Town to pledge excise tax revenues through an intergovernmental agreement with SMART to help finance gondola improvements, as well as to collect, retain, and spend the revenue as a voter-approved change under the Colorado Constitution. Ski season passes, which provide access for the majority of the ski season, would be exempt, and Council may adjust the excise tax rate in the future, provided it does not exceed
5%.

The question will be submitted to the registered electors of the Town of Telluride at theNovember 4, 2025, Regular Municipal Election, which will be conducted as a coordinated mail ballot election.
