In advance of the expiration of Telluride Question 2D on November 1, 2023, the Town of Telluride hired EPS and sub-consultant RCC Associates to conduct a comprehensive Short-Term Rental (STR) program evaluation and a mitigation fee study to help inform upcoming STR policy discussions. Since March, the consultants have been analyzing data surrounding tourism, lodging, and housing in Telluride to inform two key questions:

1. How important are STRs to the Telluride Region economy?

2. How might STRs be affecting the availability of long-term housing for the workforce and
other people and residents in need of housing?

The community open house sessions will give the public an opportunity to hear the initial findings on the role of short-term rentals in the Telluride economy and the potential effects on the Town’s housing market. The consultants will also present information on how peer communities regulate, or don’t regulate, short-term rentals and invite input on potential approaches for Telluride.

“The project is on an accelerated timeline, so the information will include the progress to-date while final conclusions are expected to be presented in the Fall,” said EPS Principal Brian Duffany. “We look forward to presenting our initial findings, gathering input from the community, leading a discussion and answering any questions that the public may have at this time.”

In addition to the open houses, the consulting team will conduct targeted discussions with various stakeholders from local lodging and real estate experts to workforce housing managers to ensure diverse input before final recommendations are presented.
