Town of Telluride: Short-Term Rental Program Evaluation & Mitigation Fee Study!

The Town of Telluride announces Short Term Rental program evaluation and mitigation fee study.

In advance of the expiration of Telluride Question 2D on November 1, 2023, the Town of Telluride will contract with a selected firm for a comprehensive Short-Term Rental (STR) program evaluation and a mitigation fee study to help inform upcoming STR policy discussions.

Residents of the Town of Telluride passed Telluride Question 2D at the November 2021 Regular Municipal Election, suspending the release of new STR business licenses and capping the number of licenses to approximately 750 for a two-year period until November 2023.

Prior to the expiration of the current suspension, the Town will work with the selected firm to analyze the data necessary to better understand the landscape of STRs, lodging, and housing in the Telluride region.

After study results are released, the Town plans to collaborate with the community and key stakeholders to discuss the study’s findings, along with current STR policy and potential updates to STR policies.

“This is not meant to be a robust economic development study or a carrying capacity analysis that, for example, will be an element of the Town’s upcoming Comprehensive Plan update,” said Town Manager Scott Robson. “We do expect, however, that the study’s findings will present the public and policy makers with the tools necessary to make informed decisions relating to STR policy.”

In analyzing similar efforts by peer resort and mountain communities, the Town has identified four primary categories the study should address including existing short-term rental data, economic activity related to STRs, a housing demand analysis and development of STR mitigation tools.

The Town Manager’s Department of the Town of Telluride is soliciting bids from qualified firms to conduct the study with a submission deadline of February 27.

The Town expects to begin work with the selected firm in March and hopes to present findings in the Spring.
